“重視安(an)(an)全(quan)(quan)”是一(yi)(yi)種態度、是一(yi)(yi)種責任、更是一(yi)(yi)種境界。黨(dang)的(de)(de)(de)十八大以來(lai),習(xi)近(jin)平(ping)總書記(ji)多次(ci)對(dui)加強和(he)創新安(an)(an)全(quan)(quan)生(sheng)(sheng)產工(gong)作作出(chu)了一(yi)(yi)系列(lie)重要論(lun)斷(duan),多次(ci)強調“發(fa)展決不能(neng)以犧牲人的(de)(de)(de)生(sheng)(sheng)命為(wei)代價(jia),這必須(xu)作為(wei)一(yi)(yi)條不可(ke)逾(yu)越的(de)(de)(de)紅線”,為(wei)我(wo)們指(zhi)明了方(fang)向(xiang),提供了遵(zun)循。近(jin)年來(lai),光電集團(tuan)安(an)(an)全(quan)(quan)生(sheng)(sheng)產總體形勢平(ping)穩,未(wei)發(fa)生(sheng)(sheng)重傷及以上(shang)安(an)(an)全(quan)(quan)生(sheng)(sheng)產事故(gu),成(cheng)績看似不錯(cuo),但我(wo)們也清醒(xing)地(di)認識(shi)到,安(an)(an)全(quan)(quan)生(sheng)(sheng)產工(gong)作任重道遠,容不得絲毫的(de)(de)(de)麻(ma)痹大意和(he)自(zi)我(wo)滿(man)足。
一、作為單位“一把手”,要提高站位,立足全面,認清安全生產到底是什么
站在國家層面,能否抓好(hao)安(an)(an)全(quan)生(sheng)(sheng)產(chan),是(shi)檢(jian)驗(yan)光電集團(tuan)(tuan)各(ge)級黨委(wei)能否把(ba)(ba)習(xi)近(jin)平總書記(ji)的(de)(de)重要(yao)指示批示精神落實到(dao)位,堅決擁護“兩個(ge)(ge)確立”、真(zhen)正做到(dao)“兩個(ge)(ge)維護”的(de)(de)試金(jin)石(shi);站在集團(tuan)(tuan)公司(si)層面,能否為我(wo)軍(jun)備戰打仗提供安(an)(an)全(quan)可靠的(de)(de)武器裝備,是(shi)支撐集團(tuan)(tuan)公司(si)不辜負(fu)習(xi)近(jin)平總書記(ji)、黨中(zhong)央(yang)、中(zhong)央(yang)軍(jun)委(wei)、各(ge)軍(jun)兵(bing)種、各(ge)戰區部(bu)隊厚(hou)望(wang)的(de)(de)重大政(zheng)治任(ren)務(wu);從自身(shen)發展來看,安(an)(an)全(quan)生(sheng)(sheng)產(chan)是(shi)我(wo)們安(an)(an)身(shen)立命之本,也是(shi)實現高質(zhi)量發展的(de)(de)根本要(yao)求(qiu)和(he)前(qian)提條件。因此(ci),我(wo)們必(bi)須站在“四個(ge)(ge)一切(qie)”的(de)(de)高度,深(shen)刻(ke)認識當前(qian)抓好(hao)安(an)(an)全(quan)生(sheng)(sheng)產(chan)工(gong)作的(de)(de)極端重要(yao)性,進一步提高政(zheng)治站位、強化責任(ren)擔(dan)當,把(ba)(ba)抓好(hao)安(an)(an)全(quan)生(sheng)(sheng)產(chan)工(gong)作作為“第一議題”和(he)首要(yao)政(zheng)治任(ren)務(wu),義不容辭地擺在各(ge)項(xiang)工(gong)作的(de)(de)優先位置、首要(yao)位置來推動(dong)。
二、作為單位“一把手”,要放眼全域,把握規律,摸清安全生產具體干什么
從行業(ye)角度看,雖然光(guang)(guang)電(dian)集團(tuan)屬(shu)于非涉火單(dan)位(wei)(wei),本質安(an)(an)(an)全度較(jiao)高(gao),但(dan)相比火炸藥企業(ye),我們(men)對安(an)(an)(an)全生(sheng)(sheng)(sheng)產的認(ren)識、對事(shi)故案例(li)的警示警覺等(deng)方(fang)(fang)面(mian)(mian)可(ke)能還有(you)(you)差(cha)距(ju)。從管(guan)控(kong)模式看,作為產研型(xing)子集團(tuan),所屬(shu)單(dan)位(wei)(wei)既有(you)(you)軍品,又有(you)(you)民品,既有(you)(you)研究所,又有(you)(you)上市公司,不同的治(zhi)理(li)主體(ti)勢必帶來(lai)不同的管(guan)控(kong)難(nan)題(ti),所以,安(an)(an)(an)全生(sheng)(sheng)(sheng)產絕不能光(guang)(guang)喊口(kou)號(hao)、念(nian)文件,而是需要(yao)我們(men)按(an)照行業(ye)特點,結(jie)合實際,有(you)(you)主有(you)(you)次地(di)系(xi)統(tong)(tong)性推(tui)進,科(ke)學理(li)性地(di)運(yun)用零缺陷(xian)的系(xi)統(tong)(tong)方(fang)(fang)法(fa)加(jia)以解決(jue)。一(yi)是要(yao)加(jia)強預防,堅(jian)(jian)決(jue)克服麻痹(bi)大意思想。據統(tong)(tong)計(ji),光(guang)(guang)電(dian)集團(tuan)共(gong)有(you)(you)各(ge)級危(wei)險點47個,涉及(ji)變電(dian)所、危(wei)險化(hua)學品庫、鍋爐房、氣瓶庫、噴漆間、清(qing)洗間等(deng),點多面(mian)(mian)廣。今年來(lai),通過安(an)(an)(an)全隱患(huan)(huan)(huan)排(pai)查,共(gong)發現(xian)問(wen)題(ti)265項,盡管(guan)已(yi)整改(gai)249項,但(dan)仍有(you)(you)16項正(zheng)在(zai)整改(gai),這些(xie)問(wen)題(ti),充(chong)分(fen)(fen)暴露出我們(men)在(zai)安(an)(an)(an)全生(sheng)(sheng)(sheng)產管(guan)理(li)工作中,仍存在(zai)思想麻痹(bi)、隱患(huan)(huan)(huan)排(pai)查不細不實、安(an)(an)(an)全自查走過場等(deng)現(xian)象,需要(yao)高(gao)度重視,防患(huan)(huan)(huan)于未然。二是要(yao)加(jia)強控(kong)制(zhi),持續完善體(ti)系(xi)化(hua)管(guan)理(li)經緯。一(yi)方(fang)(fang)面(mian)(mian)要(yao)縱向抓體(ti)系(xi),分(fen)(fen)管(guan)領(ling)導要(yao)履行“一(yi)崗雙責”,堅(jian)(jian)持系(xi)統(tong)(tong)治(zhi)理(li),切實將安(an)(an)(an)全生(sheng)(sheng)(sheng)產責任落實到各(ge)個層級、各(ge)個環節、各(ge)個崗位(wei)(wei),確保本業(ye)務(wu)領(ling)域的安(an)(an)(an)全生(sheng)(sheng)(sheng)產履職盡責;另一(yi)方(fang)(fang)面(mian)(mian)要(yao)橫向建流(liu)程(cheng),主要(yao)領(ling)導要(yao)清(qing)楚生(sheng)(sheng)(sheng)產線、產品和流(liu)程(cheng),組織推(tui)進“一(yi)品一(yi)圖表(biao)”流(liu)程(cheng)化(hua)管(guan)理(li),堅(jian)(jian)決(jue)做到危(wei)險點、危(wei)險作業(ye)工序(xu)、危(wei)險作業(ye)人員(yuan)心(xin)中有(you)(you)數,實現(xian)本質安(an)(an)(an)全。三(san)是要(yao)動(dong)態(tai)糾正(zheng),避免(mian)事(shi)故發生(sheng)(sheng)(sheng)。總(zong)部(bu)要(yao)切實擔起(qi)安(an)(an)(an)全生(sheng)(sheng)(sheng)產“總(zong)責”,發揮“鏈核”功(gong)能,以“一(yi)企一(yi)清(qing)單(dan)”“一(yi)部(bu)一(yi)清(qing)單(dan)”為抓手,依靠體(ti)系(xi)運(yun)行實現(xian)動(dong)態(tai)監管(guan)。各(ge)單(dan)位(wei)(wei)要(yao)不斷完善“風(feng)險辨(bian)識清(qing)單(dan)”和“隱患(huan)(huan)(huan)排(pai)查清(qing)單(dan)”等(deng),系(xi)統(tong)(tong)施治(zhi),積極糾偏,堅(jian)(jian)決(jue)遏(e)制(zhi)事(shi)故發生(sheng)(sheng)(sheng)。
三、作為單位“一把手”,要著眼全局,不留死角,理清安全生產重點抓什么
一(yi)(yi)抓(zhua)“責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)落實”。做好(hao)(hao)安(an)(an)全(quan)(quan)工(gong)(gong)(gong)(gong)(gong)作,必(bi)須(xu)做到(dao)全(quan)(quan)員參(can)與(yu)、各(ge)司其職,各(ge)單(dan)位(wei)(wei)的(de)(de)安(an)(an)全(quan)(quan)生(sheng)產主要責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)人、分管(guan)負責(ze)(ze)(ze)人、各(ge)部(bu)門負責(ze)(ze)(ze)人、班(ban)組長(chang)到(dao)作業(ye)(ye)現場(chang)的(de)(de)工(gong)(gong)(gong)(gong)(gong)作負責(ze)(ze)(ze)人是責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)鏈條里的(de)(de)驅動輪(lun),抓(zhua)責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)落實,首先要抓(zhua)這些“第一(yi)(yi)責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)人”的(de)(de)責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)落實。二(er)抓(zhua)“盲區(qu)死(si)角”。加(jia)(jia)強(qiang)對(dui)分管(guan)業(ye)(ye)務內的(de)(de)風險隱患和(he)盲區(qu)死(si)點排查,積極做好(hao)(hao)光(guang)電股份(fen)的(de)(de)產業(ye)(ye)園建(jian)(jian)設(she)(she)、西光(guang)公(gong)司朝陽園區(qu)入園企業(ye)(ye)、房屋租賃(lin)業(ye)(ye)務等(deng)相(xiang)關方管(guan)理(li)和(he)重(zhong)大科研項(xiang)目及(ji)競標產品的(de)(de)外場(chang)試驗,做到(dao)不越位(wei)(wei)、不缺位(wei)(wei)。三抓(zhua)“高(gao)危人群”。海因里希法(fa)則告訴我們,安(an)(an)全(quan)(quan)工(gong)(gong)(gong)(gong)(gong)作歸根到(dao)底是人的(de)(de)問題。要深(shen)入開展“反三違”專(zhuan)項(xiang)整治,鐵面無(wu)私處理(li)“三違”;同時要深(shen)刻分析“三違”背后的(de)(de)管(guan)理(li)問題,摸清員工(gong)(gong)(gong)(gong)(gong)的(de)(de)心理(li)狀態(tai),對(dui)癥(zheng)下(xia)(xia)藥(yao),幫助員工(gong)(gong)(gong)(gong)(gong)解決工(gong)(gong)(gong)(gong)(gong)作上(shang)的(de)(de)困擾、思想(xiang)上(shang)的(de)(de)煩惱(nao)。四抓(zhua)“責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu)”。嚴(yan)格執行(xing)安(an)(an)全(quan)(quan)生(sheng)產工(gong)(gong)(gong)(gong)(gong)作責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu)辦(ban)法(fa),按照責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu)界面、責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu)方式、責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu)情形和(he)程(cheng)序等(deng),對(dui)發生(sheng)較大及(ji)以上(shang)問題并(bing)造成嚴(yan)重(zhong)負面影響(xiang)的(de)(de)單(dan)位(wei)(wei),嚴(yan)格責(ze)(ze)(ze)任(ren)(ren)(ren)(ren)追(zhui)(zhui)究(jiu),并(bing)在年度績效(xiao)考核中予以體現。五抓(zhua)“隊伍建(jian)(jian)設(she)(she)”。要加(jia)(jia)強(qiang)干(gan)部(bu)隊伍建(jian)(jian)設(she)(she)、要求(qiu)干(gan)部(bu)能(neng)夠在急難(nan)險重(zhong)的(de)(de)形勢(shi)下(xia)(xia),展現紀律性、高(gao)效(xiao)率、執行(xing)力(li)和(he)硬手腕。要加(jia)(jia)強(qiang)專(zhuan)家隊伍、安(an)(an)全(quan)(quan)生(sheng)產管(guan)理(li)人員、技能(neng)人才隊伍建(jian)(jian)設(she)(she),加(jia)(jia)強(qiang)政(zheng)策法(fa)規(gui)、業(ye)(ye)務知識的(de)(de)培訓(xun)力(li)度,提升專(zhuan)業(ye)(ye)素養和(he)綜合素質。
