深(shen)化認(ren)(ren)(ren)(ren)識(shi)。集團公(gong)司安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)和重點任務工(gong)作會(hui)議召(zhao)開后,我們迅(xun)速組(zu)織(zhi)召(zhao)開公(gong)司黨委擴大會(hui)議,認(ren)(ren)(ren)(ren)真(zhen)學習傳達(da)會(hui)議精神,引領(ling)帶動(dong)干部職工(gong)站在“高(gao)于(yu)一(yi)切(qie)(qie)、重于(yu)一(yi)切(qie)(qie)、先于(yu)一(yi)切(qie)(qie)、影響一(yi)切(qie)(qie)”的(de)高(gao)度,進(jin)一(yi)步深(shen)刻(ke)(ke)認(ren)(ren)(ren)(ren)識(shi)安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)是公(gong)司履行好強軍首責、實現高(gao)質(zhi)量發(fa)展的(de)根本(ben)要求和前提條件,切(qie)(qie)實把(ba)安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)擺在各項工(gong)作優先位置、首要位置來(lai)推動(dong),堅(jian)決(jue)做到不(bu)(bu)走樣、不(bu)(bu)跑偏、不(bu)(bu)搞變通、不(bu)(bu)打折(zhe)扣。同時,針對近年來(lai)發(fa)生(sheng)(sheng)(sheng)的(de)安(an)(an)全(quan)事(shi)(shi)故,以系統(tong)思維(wei)、系統(tong)觀念進(jin)行了再反(fan)思、再認(ren)(ren)(ren)(ren)識(shi)、再分析、再評估(gu)、再強基固本(ben),并組(zu)織(zhi)召(zhao)開安(an)(an)全(quan)生(sheng)(sheng)(sheng)產(chan)專題民主生(sheng)(sheng)(sheng)活會(hui),從思想認(ren)(ren)(ren)(ren)識(shi)和靈(ling)魂深(shen)處再次(ci)深(shen)刻(ke)(ke)吸取(qu)事(shi)(shi)故教訓,真(zhen)正找到事(shi)(shi)故發(fa)生(sheng)(sheng)(sheng)的(de)根本(ben)原因(yin),切(qie)(qie)實舉一(yi)反(fan)三(san)、系統(tong)治理,堅(jian)決(jue)避免(mian)安(an)(an)全(quan)事(shi)(shi)故再次(ci)發(fa)生(sheng)(sheng)(sheng)。
研(yan)(yan)(yan)究(jiu)機理。一是(shi)以(yi)學習(xi)(xi)型企業建設為(wei)抓手,推(tui)動領導干部、安(an)全(quan)(quan)(quan)管(guan)理人(ren)(ren)員(yuan)和業務管(guan)理人(ren)(ren)員(yuan)認真學習(xi)(xi)安(an)全(quan)(quan)(quan)生(sheng)產(chan)專業知識,深入(ru)(ru)(ru)一線開展調查(cha)(cha)研(yan)(yan)(yan)究(jiu),查(cha)(cha)找安(an)全(quan)(quan)(quan)隱患及(ji)各類問題出現的(de)規律,在(zai)(zai)完善相關制(zhi)度、優化業務流(liu)程的(de)同時(shi),針(zhen)對性采取預(yu)防、控制(zhi)、糾正措(cuo)施,使各類要素處于安(an)全(quan)(quan)(quan)可控狀態。二是(shi)以(yi)全(quan)(quan)(quan)彈裝配、戰(zhan)斗(dou)部裝藥工(gong)(gong)序制(zhi)造以(yi)及(ji)火炸藥工(gong)(gong)程化應用3個維度為(wei)切入(ru)(ru)(ru),充分發揮(hui)國家(jia)國防科工(gong)(gong)局某產(chan)品技(ji)術(shu)創(chuang)新中心平(ping)臺作(zuo)用,通過(guo)與科研(yan)(yan)(yan)院所(suo)、高校交(jiao)流(liu)合作(zuo)和聯合攻(gong)關等(deng)方式,深入(ru)(ru)(ru)開展涉火產(chan)品安(an)全(quan)(quan)(quan)技(ji)術(shu)機理研(yan)(yan)(yan)究(jiu),充分辨識安(an)全(quan)(quan)(quan)隱患風險,準確把(ba)握安(an)全(quan)(quan)(quan)生(sheng)產(chan)內在(zai)(zai)規律,夯(hang)實公司安(an)全(quan)(quan)(quan)生(sheng)產(chan)管(guan)理基礎。
科技興(xing)安。目(mu)前(qian),公(gong)司(si)還有一些(xie)易燃(ran)易爆(bao)危(wei)險(xian)(xian)點,重(zhong)(zhong)大危(wei)險(xian)(xian)源,10人(ren)以(yi)上危(wei)險(xian)(xian)作(zuo)業場(chang)所, 3-9人(ren)危(wei)險(xian)(xian)作(zuo)業場(chang)所,這些(xie)都是(shi)公(gong)司(si)安全(quan)管理的(de)重(zhong)(zhong)中(zhong)之(zhi)重(zhong)(zhong)。今年,我們將(jiang)投入資金1.4億元(yuan),成立安全(quan)技術改造(zao)工作(zuo)專班,構建(jian)完善月度重(zhong)(zhong)點工作(zuo)推進機制(zhi),加(jia)快推動(dong)“十三五”專項安全(quan)技術改造(zao)等重(zhong)(zhong)點項目(mu)落地實(shi)施,確保2023年底徹底消除10人(ren)以(yi)上危(wei)險(xian)(xian)作(zuo)業場(chang)所。同時,深入推進機械(xie)化(hua)換(huan)人(ren)工作(zuo),全(quan)面(mian)完成5個危(wei)險(xian)(xian)作(zuo)業工序人(ren)機隔離改造(zao)。另外,通過增加(jia)自動(dong)化(hua)控(kong)制(zhi)、遠程操作(zuo)等技術手段,將(jiang)3~9人(ren)危(wei)險(xian)(xian)作(zuo)業場(chang)所由一級(ji)風險(xian)(xian)降為二級(ji)以(yi)下風險(xian)(xian),進一步提升公(gong)司(si)生產線自動(dong)化(hua)、數字(zi)化(hua)、智能化(hua)水平,提升本(ben)質安全(quan)度。
流程(cheng)化(hua)管(guan)控。按照集團公司黨組(zu)部(bu)署,公司構建(jian)了“1+10+34+N”“平安(an)(an)(an)(an)(an)晉西(xi)”安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)管(guan)理體(ti)(ti)系,通過(guo)橫向(xiang)搭建(jian)總體(ti)(ti)系下(xia)10個業務領(ling)域分體(ti)(ti)系、34個子體(ti)(ti)系,縱向(xiang)細化(hua)明確業務流程(cheng)和管(guan)控標準,構建(jian)完(wan)善安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)管(guan)理經緯(wei),切實將(jiang)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)管(guan)控要(yao)求落實到每(mei)一個業務領(ling)域、業務流程(cheng)和工序環(huan)節,依(yi)靠系統(tong)治理和體(ti)(ti)系運(yun)行提升(sheng)安(an)(an)(an)(an)(an)全(quan)(quan)管(guan)控水平。一是(shi)從“人(ren)、機、料、法、環(huan)、測、運(yun)、急(ji)、制”九個要(yao)素(su)進(jin)行綜合(he)施治,形成(cheng)全(quan)(quan)流程(cheng)、全(quan)(quan)要(yao)素(su)、全(quan)(quan)過(guo)程(cheng)、全(quan)(quan)員參與的(de)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)合(he)力。二是(shi)在(zai)(zai)全(quan)(quan)面完(wan)成(cheng)公司涉火(huo)生(sheng)(sheng)(sheng)(sheng)產(chan)線(xian)、產(chan)品(pin)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)流程(cheng)化(hua)管(guan)理“四圖四表”建(jian)設(she)的(de)基礎上,有序推進(jin)非涉火(huo)生(sheng)(sheng)(sheng)(sheng)產(chan)線(xian)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)流程(cheng)化(hua)建(jian)設(she),積極探索信息化(hua)技術在(zai)(zai)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)管(guan)理方面的(de)應用,建(jian)立(li)安(an)(an)(an)(an)(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)管(guan)控長(chang)效機制。
壓實(shi)(shi)(shi)責(ze)(ze)任(ren)(ren)。一(yi)是堅(jian)持黨政同責(ze)(ze)、一(yi)崗(gang)雙責(ze)(ze),建立完善橫向到(dao)邊、縱向到(dao)底(di)的(de)“網格(ge)化”安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產責(ze)(ze)任(ren)(ren)體系(xi)(xi),扎實(shi)(shi)(shi)推動(dong)領導(dao)(dao)班(ban)子成員危險作業班(ban)組聯系(xi)(xi)點制(zhi)度、中(zhong)干進(jin)(jin)班(ban)組活動(dong)取(qu)得實(shi)(shi)(shi)效(xiao),形成一(yi)級抓(zhua)一(yi)級、層(ceng)層(ceng)抓(zhua)落(luo)(luo)(luo)實(shi)(shi)(shi)的(de)工(gong)作合(he)力。二是組建覆蓋公司產品設(she)(she)計(ji)、工(gong)藝技術、設(she)(she)備設(she)(she)施、綜合(he)監管、教育培訓等(deng)領域(yu)30人(ren)的(de)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產專家隊伍,對(dui)各單位開展常(chang)態化督導(dao)(dao)檢查,深入推動(dong)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產責(ze)(ze)任(ren)(ren)制(zhi)和安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產標準化建設(she)(she)落(luo)(luo)(luo)實(shi)(shi)(shi)落(luo)(luo)(luo)地,對(dui)發現的(de)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)問(wen)題隱(yin)患進(jin)(jin)行(xing)(xing)(xing)徹底(di)的(de)管理、技術“雙歸零(ling)”。三是堅(jian)持嚴(yan)的(de)主(zhu)基調不(bu)動(dong)搖(yao),構建實(shi)(shi)(shi)施公司安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產“一(yi)票否決”考(kao)(kao)核(he)(he)評價制(zhi)度,尤其針對(dui)涉火(huo)單位,把安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產作為(wei)考(kao)(kao)核(he)(he)評價領導(dao)(dao)班(ban)子履職情況的(de)第一(yi)標準,以(yi)鐵的(de)紀律、鐵的(de)手段、鐵的(de)心腸、鐵的(de)擔當,對(dui)履職不(bu)到(dao)位、工(gong)作不(bu)負責(ze)(ze)、責(ze)(ze)任(ren)(ren)不(bu)落(luo)(luo)(luo)實(shi)(shi)(shi)、隱(yin)患整(zheng)改不(bu)力的(de)領導(dao)(dao)干部進(jin)(jin)行(xing)(xing)(xing)嚴(yan)肅(su)追責(ze)(ze)。四是大力弘揚“三嚴(yan)三實(shi)(shi)(shi)”精神,將踐行(xing)(xing)(xing)“安(an)全(quan)(quan)(quan)(quan)(quan)(quan)第一(yi)、生(sheng)(sheng)命至上(shang)”的(de)安(an)全(quan)(quan)(quan)(quan)(quan)(quan)文(wen)化和傳承“奉獻、細致、創新、協作”的(de)遠火(huo)文(wen)化有(you)機結合(he)起來,引導(dao)(dao)干部職工(gong)常(chang)懷敬畏之(zhi)心,常(chang)思憂懼之(zhi)意,把安(an)全(quan)(quan)(quan)(quan)(quan)(quan)文(wen)化根植于內心深處(chu),心無(wu)(wu)旁騖(wu)抓(zhua)好安(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產、確保萬無(wu)(wu)一(yi)失。
