2022年是集(ji)團(tuan)公(gong)(gong)司(si)(si)(si)“責任(ren)(ren)落(luo)實年”,是中國(guo)兵器工(gong)業集(ji)團(tuan)哈(ha)一機集(ji)團(tuan)加(jia)(jia)快(kuai)推進“三個(ge)加(jia)(jia)速轉(zhuan)型”實現追趕(gan)超越之年。在(zai)年度(du)(du)工(gong)作(zuo)(zuo)(zuo)會上,公(gong)(gong)司(si)(si)(si)已經(jing)明確了六個(ge)維(wei)度(du)(du)的年度(du)(du)目標(biao)(biao),圍繞(rao)目標(biao)(biao)確定了87項年度(du)(du)重點(dian)工(gong)作(zuo)(zuo)(zuo)任(ren)(ren)務,明確了實現路(lu)徑(jing),公(gong)(gong)司(si)(si)(si)各單(dan)位聚(ju)焦(jiao)各自主(zhu)(zhu)責主(zhu)(zhu)業,錨(mao)定公(gong)(gong)司(si)(si)(si)發展(zhan)目標(biao)(biao)、年度(du)(du)重點(dian)工(gong)作(zuo)(zuo)(zuo)任(ren)(ren)務,團(tuan)結協作(zuo)(zuo)(zuo)、主(zhu)(zhu)動(dong)擔當、深(shen)(shen)度(du)(du)謀劃、落(luo)實責任(ren)(ren),努力走在(zai)前列,以實干推動(dong)公(gong)(gong)司(si)(si)(si)高質量(liang)發展(zhan),在(zai)深(shen)(shen)入推動(dong)國(guo)企改革三年行(xing)動(dong)、對標(biao)(biao)一流(liu)管理(li)提升(sheng)、參控股公(gong)(gong)司(si)(si)(si)治(zhi)理(li)上取得新(xin)的進展(zhan)和成效。 堅持對標一流企業 提升管理體系管理能力和管理效能 公(gong)司把強化(hua)全層級、全要素、全流(liu)程管控(kong)作(zuo)(zuo)為(wei)(wei)對(dui)標(biao)提(ti)升(sheng)目標(biao),對(dui)標(biao)內蒙古第一機械集團有限(xian)公(gong)司等集團公(gong)司一流(liu)企業,制(zhi)(zhi)定了(le)1+12對(dui)標(biao)一流(liu)管理提(ti)升(sheng)方案,形成(cheng)了(le)64項對(dui)標(biao)任務清單(dan)(dan),建(jian)立了(le)清單(dan)(dan)推動、過程督導、成(cheng)果(guo)評價工(gong)作(zuo)(zuo)機制(zhi)(zhi),到(dao)目前為(wei)(wei)止,已經(jing)完成(cheng)了(le)80%的(de)對(dui)標(biao)工(gong)作(zuo)(zuo)任務,優化(hua)了(le)裝備研(yan)發(fa)管理、安全管理等8個管理體(ti)系(xi),提(ti)升(sheng)了(le)合(he)同審核(he)、物資(zi)采購等48項具體(ti)業務的(de)管理能力,在管理體(ti)系(xi)優化(hua)上取得明顯進展。 決戰決勝國企改革三年行動 以深化改革激發發展活力和內生動力 著(zhu)眼于建設具有公(gong)司特色的(de)(de)(de)現代(dai)企(qi)業(ye)(ye)制(zhi)度(du),以制(zhi)度(du)機制(zhi)創(chuang)(chuang)(chuang)新(xin)(xin)支撐技術創(chuang)(chuang)(chuang)新(xin)(xin)、科技創(chuang)(chuang)(chuang)新(xin)(xin),公(gong)司明確了(le)9大類29個方面(mian)50項(xiang)重(zhong)點改革(ge)(ge)任(ren)(ren)務,到目前為止,已(yi)經(jing)完(wan)成(cheng)了(le)90%的(de)(de)(de)改革(ge)(ge)任(ren)(ren)務,制(zhi)(修)定制(zhi)度(du)29個,權(quan)責(ze)清(qing)單(dan)3個,專項(xiang)任(ren)(ren)務清(qing)單(dan)2個,經(jing)營機制(zhi)、科技創(chuang)(chuang)(chuang)新(xin)(xin)機制(zhi)進(jin)一(yi)步完(wan)善,現代(dai)企(qi)業(ye)(ye)制(zhi)度(du)體系基礎進(jin)一(yi)步夯實(shi),駐(zhu)東北企(qi)業(ye)(ye)專項(xiang)振興行動(dong)、科技創(chuang)(chuang)(chuang)新(xin)(xin)引領企(qi)業(ye)(ye)發展、結構(gou)調整和布(bu)局優化、混合所有制(zhi)改革(ge)(ge)等改革(ge)(ge)任(ren)(ren)務完(wan)成(cheng)質量、取(qu)得成(cheng)效遠超預期,改革(ge)(ge)迸發的(de)(de)(de)活力(li)有力(li)地推動(dong)了(le)公(gong)司“三個加速(su)”轉型的(de)(de)(de)進(jin)程。 持續完善參控股公司治理機制 提升參控股公司運轉質量效能 參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)董事會(hui)運(yun)行(xing)(xing)制(zhi)(zhi)度體(ti)系(xi)進一步健全,制(zhi)(zhi)定并(bing)印(yin)發了《哈一機集團(tuan)參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)管(guan)(guan)(guan)(guan)理(li)(li)辦法》等,體(ti)系(xi)化(hua)推(tui)動了參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)董事會(hui)規范建設(she)與運(yun)行(xing)(xing)管(guan)(guan)(guan)(guan)理(li)(li)。組織(zhi)各(ge)參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)系(xi)統學習國家(jia)和集團(tuan)公(gong)(gong)(gong)司(si)(si)相關制(zhi)(zhi)度、文件(jian),形成(cheng)了健全市場(chang)化(hua)的(de)經(jing)(jing)營(ying)管(guan)(guan)(guan)(guan)理(li)(li)機制(zhi)(zhi)高度一致的(de)共識,按照上級關于(yu)企(qi)(qi)業(ye)經(jing)(jing)理(li)(li)層任期制(zhi)(zhi)和契約化(hua)管(guan)(guan)(guan)(guan)理(li)(li)的(de)工作(zuo)要求,針(zhen)對各(ge)參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)股(gu)(gu)權(quan)(quan)結構(gou)、行(xing)(xing)業(ye)領域、經(jing)(jing)營(ying)狀況和發展階(jie)段,“一企(qi)(qi)一策”推(tui)進經(jing)(jing)理(li)(li)層任期制(zhi)(zhi)和契約化(hua)工作(zuo),完成(cheng)了一機公(gong)(gong)(gong)司(si)(si)、北方(fang)(fang)安裝公(gong)(gong)(gong)司(si)(si)、北方(fang)(fang)防務(wu)公(gong)(gong)(gong)司(si)(si)年(nian)度、任期經(jing)(jing)營(ying)目標的(de)提出工作(zuo),正在(zai)組織(zhi)制(zhi)(zhi)定聘任協(xie)議、年(nian)度及任期業(ye)績(ji)考(kao)核(he)責任書,完善績(ji)效考(kao)核(he)、薪酬管(guan)(guan)(guan)(guan)理(li)(li)、崗位管(guan)(guan)(guan)(guan)理(li)(li)相關制(zhi)(zhi)度。參(can)控(kong)股(gu)(gu)公(gong)(gong)(gong)司(si)(si)權(quan)(quan)責法定、權(quan)(quan)責透明、協(xie)調運(yun)轉(zhuan)、有效制(zhi)(zhi)衡的(de)公(gong)(gong)(gong)司(si)(si)治理(li)(li)機制(zhi)(zhi)已經(jing)(jing)形成(cheng),充滿活(huo)力(li)和競爭(zheng)力(li)的(de)市場(chang)化(hua)經(jing)(jing)營(ying)機制(zhi)(zhi)即將形成(cheng)。 完善(shan)(shan)工(gong)作(zuo)(zuo)總(zong)結(jie)匯報(bao)機(ji)制(zhi),在季(ji)度(du)考核(he)、年(nian)度(du)考評的(de)(de)同(tong)(tong)時(shi),以專題(ti)會形式組織開展(zhan)了(le)2021年(nian)度(du)工(gong)作(zuo)(zuo)總(zong)結(jie)專題(ti)匯報(bao),在總(zong)結(jie)工(gong)作(zuo)(zuo)經驗、共同(tong)(tong)分享成(cheng)功喜悅的(de)(de)同(tong)(tong)時(shi),細致考慮(lv)安(an)排2022年(nian)各(ge)項(xiang)工(gong)作(zuo)(zuo),目標(biao)、舉措具體,形成(cheng)了(le)相(xiang)互學習、相(xiang)互借鑒(jian)、共同(tong)(tong)提(ti)(ti)高良好工(gong)作(zuo)(zuo)氛圍。完善(shan)(shan)績(ji)效結(jie)果管(guan)(guan)理(li),建立績(ji)效結(jie)果反(fan)饋機(ji)制(zhi)。以專題(ti)會形式,反(fan)饋2021年(nian)度(du)工(gong)作(zuo)(zuo)總(zong)結(jie)評價(jia)結(jie)果,會上(shang),各(ge)單(dan)位提(ti)(ti)出151項(xiang)2022年(nian)工(gong)作(zuo)(zuo)目標(biao)和取得的(de)(de)成(cheng)就、成(cheng)效設想(xiang),著眼(yan)改(gai)革發(fa)展(zhan)、科技(ji)創新、管(guan)(guan)理(li)提(ti)(ti)升(sheng)、降(jiang)本增效、風險防控,公司領導班子成(cheng)員對各(ge)單(dan)位提(ti)(ti)出了(le)142條(tiao)提(ti)(ti)升(sheng)工(gong)作(zuo)(zuo)、改(gai)善(shan)(shan)管(guan)(guan)理(li)的(de)(de)意見(jian)建議,形成(cheng)了(le)錨定(ding)目標(biao)、努力(li)奮斗,齊心協(xie)力(li)建設兵器一流企(qi)業的(de)(de)強(qiang)大合力(li)。完善(shan)(shan)工(gong)作(zuo)(zuo)督(du)(du)辦(ban)機(ji)制(zhi),強(qiang)化責任落(luo)(luo)實(shi)。信息化督(du)(du)辦(ban)流程,對督(du)(du)辦(ban)事項(xiang)進展(zhan)進行周總(zong)結(jie),司務會定(ding)期通報(bao)。實(shi)現督(du)(du)辦(ban)工(gong)作(zuo)(zuo)全(quan)要(yao)素填列(lie)(lie)、目視化管(guan)(guan)理(li)、定(ding)期通報(bao)評價(jia)的(de)(de)全(quan)流程閉環管(guan)(guan)理(li)機(ji)制(zhi),當前列(lie)(lie)入督(du)(du)辦(ban)的(de)(de)122項(xiang)事項(xiang)已完成(cheng)112項(xiang),督(du)(du)辦(ban)機(ji)制(zhi)有(you)力(li)地保(bao)障了(le)責任落(luo)(luo)實(shi),助力(li)公司全(quan)力(li)以赴“開局穩(wen)”,實(shi)現首季(ji)“開門紅”。(哈一機(ji)集團
