收入(ru)分配(pei)是直接關(guan)系廣大職工(gong)(gong)(gong)群眾切身(shen)利(li)益的(de)重大問題。中國(guo)兵器(qi)工(gong)(gong)(gong)業集(ji)團(tuan)有限(xian)公司黨組(zu)在黨史學習(xi)教育中,深入(ru)貫徹落實(shi)習(xi)近平總(zong)書記(ji)關(guan)于以人民為(wei)中心(xin)的(de)發展(zhan)(zhan)思(si)想,堅持一(yi)切為(wei)了職工(gong)(gong)(gong)、一(yi)切依靠職工(gong)(gong)(gong)、發展(zhan)(zhan)成(cheng)果職工(gong)(gong)(gong)共享,從收入(ru)分配(pei)這個職工(gong)(gong)(gong)最為(wei)關(guan)切的(de)問題入(ru)手,扎(zha)實(shi)開展(zhan)(zhan)“我(wo)為(wei)群眾辦(ban)實(shi)事”實(shi)踐活動,采取新招、硬(ying)招、實(shi)招,用心(xin)用情用力為(wei)群眾解難題、辦(ban)實(shi)事,2021年職工(gong)(gong)(gong)收入(ru)分配(pei)實(shi)現(xian)了“六個提升”。
穩步提升員工收入水平。2021年(nian)全(quan)(quan)集(ji)團工(gong)(gong)資(zi)(zi)總(zong)額(e)和職工(gong)(gong)收(shou)入(ru)與集(ji)團公(gong)司經濟效益實現同步提高(gao),均實現兩(liang)位數增(zeng)長,預計較(jiao)上年(nian)分(fen)別提升12.5%和11.9%;在內部分(fen)配管理上,工(gong)(gong)資(zi)(zi)增(zeng)量向一線(xian)苦(ku)臟險累、骨干員工(gong)(gong)、突出貢獻者(zhe)及低(di)收(shou)入(ru)群(qun)體(ti)傾斜,通(tong)過(guo)工(gong)(gong)資(zi)(zi)總(zong)額(e)特(te)殊清(qing)單(dan)政策,對涉及核(he)心關(guan)鍵(jian)技(ji)術攻關(guan)團隊(dui)、高(gao)層次人才隊(dui)伍建設等9個特(te)殊事項(xiang)單(dan)列工(gong)(gong)資(zi)(zi)總(zong)額(e);通(tong)過(guo)建立(li)保障性工(gong)(gong)資(zi)(zi)制度,對改革脫困攻堅企業予(yu)以1.1億元的(de)工(gong)(gong)資(zi)(zi)總(zong)額(e)支持(chi)。上述特(te)殊事項(xiang)全(quan)(quan)年(nian)合計單(dan)列增(zeng)資(zi)(zi)額(e)度6.6億元,占(zhan)全(quan)(quan)年(nian)工(gong)(gong)資(zi)(zi)增(zeng)量的(de)18.5%。
大幅提升科技創新激勵支持水平。按照(zhao)兵器工業集(ji)團科技(ji)創新(xin)工作(zuo)(zuo)會(hui)部署(shu)要求,不(bu)斷(duan)提升(sheng)科技(ji)創新(xin)專項獎(jiang)(jiang)勵力(li)度,2021年對(dui)重(zhong)大科技(ji)成果、重(zhong)點項目(mu)競(jing)標(biao)等科技(ji)創新(xin)事項專項獎(jiang)(jiang)勵5500萬元(yuan),對(dui)創新(xin)驅動要素工資總額支持3.1億元(yuan)。通過“績(ji)效-薪酬(chou)雙對(dui)標(biao)”等方式,不(bu)斷(duan)提高人(ren)才(cai)(cai)薪酬(chou)競(jing)爭力(li),一線骨干(gan)科技(ji)、技(ji)能(neng)人(ren)才(cai)(cai)收(shou)入預(yu)計較上年分別增長14.3%、16.5%,對(dui)集(ji)團公司創新(xin)驅動發展(zhan)起到(dao)了極大的激(ji)勵保障作(zuo)(zuo)用。
大幅提升艱苦作業人員激勵保障水平。聚焦主(zhu)責主(zhu)業、履行(xing)強軍(jun)首責,圍繞(rao)軍(jun)方重點(dian)裝備研制(zhi)保(bao)障任(ren)務(wu),2021年(nian)兵(bing)器工(gong)業集團及時制(zhi)定(ding)了(le)一(yi)線(xian)艱苦地區作業人(ren)員保(bao)障激勵措施,大(da)幅提高(gao)了(le)現(xian)場工(gong)作人(ren)員的(de)補貼標準,通(tong)過加強現(xian)場防疫保(bao)障、醫療保(bao)障、足量(liang)氧氣(qi)供應、冬季防寒等一(yi)系列現(xian)場保(bao)障措施,對在艱苦環境作業的(de)一(yi)線(xian)員工(gong)健康(kang)和生活提供好保(bao)障,切實提高(gao)了(le)一(yi)線(xian)員工(gong)的(de)工(gong)作積極性和安(an)全(quan)感,確保(bao)了(le)重點(dian)軍(jun)品專項任(ren)務(wu)高(gao)標準、高(gao)質(zhi)量(liang)按期完成。
大幅提升一線危險作業崗位員工津貼。2021年(nian)兵器工(gong)業(ye)(ye)(ye)集團體系(xi)化(hua)加強(qiang)安全生(sheng)產管理(li)(li)工(gong)作,加大安全生(sheng)產保(bao)障激(ji)勵(li)力(li)度,分類分檔(dang)對火炸(zha)藥、彈藥類、化(hua)工(gong)類等(deng)不(bu)同企(qi)(qi)業(ye)(ye)(ye),大幅(fu)提(ti)高有毒有害、危(wei)險(xian)(xian)作業(ye)(ye)(ye)等(deng)一線(xian)員(yuan)工(gong)崗位津貼標準。同時通過(guo)(guo)設置安全隱患(huan)排(pai)查治理(li)(li)獎勵(li)、員(yuan)工(gong)安全教育培訓獎勵(li)、安全生(sheng)產累進獎等(deng)方式,加大一線(xian)員(yuan)工(gong)安全生(sheng)產獎勵(li)力(li)度,并通過(guo)(guo)安排(pai)健(jian)康體檢、建立企(qi)(qi)業(ye)(ye)(ye)年(nian)金、補充醫療保(bao)險(xian)(xian)、實施(shi)意外傷害險(xian)(xian)等(deng)其(qi)他保(bao)障激(ji)勵(li)措施(shi),強(qiang)化(hua)一線(xian)員(yuan)工(gong)安全保(bao)障。
大幅提升中長期激勵實施單位數量。為(wei)加快落實(shi)國企(qi)改革三(san)年(nian)行動方案,兵(bing)器工(gong)業(ye)集團(tuan)研究提(ti)出了(le)“3+N”中長(chang)期激(ji)(ji)勵(li)模式,形成了(le)市場化多元化中長(chang)期激(ji)(ji)勵(li)“政策包”、“工(gong)具箱(xiang)”,中長(chang)期激(ji)(ji)勵(li)在全(quan)(quan)系統得到全(quan)(quan)面推進(jin),為(wei)打造員(yuan)工(gong)和企(qi)業(ye)“命運共同體”奠定了(le)政策基礎。2021年(nian),組織10家具備條(tiao)件的科技(ji)型企(qi)業(ye)制(zhi)定分紅激(ji)(ji)勵(li)方案并實(shi)施,38戶單位開展超(chao)額利潤分享、虛(xu)擬股權、項目跟投等多元化激(ji)(ji)勵(li)方式,激(ji)(ji)勵(li)金額預計達到9500萬(wan)元,實(shi)施單位數量較上(shang)年(nian)大(da)幅增加,極大(da)地激(ji)(ji)發了(le)核心(xin)骨干員(yuan)工(gong)的積極性。
大幅提升企業年金覆蓋范圍。2021年(nian)(nian),兵器工(gong)業(ye)(ye)(ye)(ye)(ye)集團通(tong)過全面梳理、重點督促、現場輔導等(deng)一系列措施(shi),在符合實(shi)施(shi)條件(jian)的單(dan)位全力推(tui)動實(shi)施(shi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年(nian)(nian)金。全年(nian)(nian)64家(jia)各級子企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、3.27萬(wan)名職工(gong)新加入集團公(gong)司企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年(nian)(nian)金計劃,新參加企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年(nian)(nian)金職工(gong)人數(shu)較以(yi)前年(nian)(nian)度累(lei)計人數(shu)實(shi)現翻番,企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)年(nian)(nian)金覆蓋率得到顯著提升,職工(gong)社(she)會(hui)保(bao)障體系更趨完善(shan),多層(ceng)次養老保(bao)障體系進一步(bu)健全,切(qie)實(shi)履行(xing)了中央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)社(she)會(hui)責任,讓(rang)員工(gong)更好地共享改革發展成(cheng)果(guo)。(人力資源部)
